Job Description

Position Opportunity:

Under the general direction of the administrator and in close coordination with the transportation coordinator, this position is responsible for route planning activities for Consortium-provided services including but not limited to the annual planning process for home to school routes and runs, as well as for extra trips.  In addition, under the general direction of the administrator and in close coordination with the special education financial analyst, this position is responsible for providing Medicaid operations activities, compliance and training, and for providing accounting and technical support for special education finance and grants.  

Qualifications:

  • High school diploma or equivalent and a minimum of three years of transportation, accounting and/or business experience, and advanced skills with computer software required.  Experience using a Routing & Planning system preferred.
  • Bachelor’s degree in Geographic Information Science, logistics, business, accounting or related field may be used in lieu of the experience requirement.
  • Strong attention to detail and high degree of accuracy.
  • Demonstrated ability to set-up, maintain and operate complex spreadsheets and/or data systems.
  • Interpersonal and communication skills necessary to provide courteous and accurate information to all levels of staff, students, parents, constituent school districts, community and state agencies, vendors and others.  The incumbent is required to handle problem situations in a tactful, courteous and respectful manner and must be able to communicate technical information in non-technical terms
  • Written and computer skills necessary for the creation and compilation of various documents, communications and reports.  The incumbent is required to effectively utilize a variety of software applications, which may include but is not limited to word processing, spreadsheet, presentation, graphic design and database software applications.  This position requires advanced report writing and advanced database skills.
  • Mathematical skills necessary to prepare various financial related documents that may include but are not limited to check requests, requisitions, purchasing card reconciliations and other cost calculations.  In addition, if required, mathematical skills necessary to assist in budget preparation and to monitor and maintain assigned account.
  • Ability to utilize discretion and sound judgment in handling confidential information and documents.
  • Mental ability to adapt and respond to multiple competing priorities and demands, adapt to frequent interruptions, work on several projects at the same time, work on tasks requiring accuracy and attention to detail, and handle pressures related to multiple deadlines.
  • Analytical ability to evaluate information and situations to determine the appropriate course of action without supervisor approval. 
  • Analytical ability necessary to learn, understand, interpret, apply and convey appropriate rules, regulations, policies and procedures. 
  • Physical ability to sit for extended periods of time working on a computer and to properly operate required office equipment.
  • Ability to assist in the implementation of new initiatives for continuous improvement of processes and services.

Performance Responsibilities:

  • Creation and management of effective, efficient, accurate, and complete bus routes and runs for operation of transportation contractor(s). 
  • Assists in the coordination and development of field and athletic trips to support the most effective use of the bus and to control costs.
  • Assists in the operational integration of the IISD routing software with IISD and participating districts’ various information systems to ensure a seamless and accurate exchange of student data.  Information systems utilized by participating districts include but are not limited to student information systems, robo call systems, incident management systems and extra/field trip management systems.
  • Assists in training participating districts in new and/or expanded transportation software modules to more efficiently and effectively manage all aspects of transportation related activities.
  • Ensures that roll-over of student data is available in a timely manner to support an effective annual planning process and the timely dissemination of route and run information to parents, contractors and building administrators.
  • Assists the Transportation Coordinator in the observation and evaluation of on-road activities of the contractors, responding to accidents or incidents, facilitating changes in stop or loading zones, and implementing improvements or changes in run paths to promote safety or more effective service.
  • Provides assistance and guidance to others including but not limited to students, parents, constituent school districts, community agencies, district staff and others by evaluating the situation and determining the appropriate course of action, resource or referral.
  • Makes recommendations to participating districts’ administrative staff regarding transportation policies and procedures which would allow for more efficient and effective bus routes.
  • Assists and/or make recommendations to participating districts’ bell schedules to allow for more efficient and effective bus routes and to accommodate supplemental educational opportunities districts wish to provide students.
  • Audits contractor invoices for accuracy and reasonableness with planned routes and actual GPS data to ensure accurate billings.

Medicaid Program operation

  • Serves as primary initial point of contact for the Medicaid program with IISD staff, constituent districts and other agencies/providers for information requests and questions
  • Coordinates and provides training on identifying, documenting and processing information related to Medicaid service logging.  Works with third-party vendors as appropriate.
  • Provides assistance with developing and updating process documentation and training tools for the Medicaid program.
  • Assists in ensuring that all Special Education services eligible for Medicaid reimbursement under School-Based Services are appropriately documented and processed.
  • Assist in ensuring that all staff who are eligible for participation in the Medicaid School-Based Health Service Programs have been identified and appropriately documented.
  • Audits staff provider records to ensure that all requirements have been met and appropriately documented.

Special Education Finance and Grants

  • Assists in budget preparation, monitoring and revision of assigned accounts; utilizes finance software to review and ensure accuracy of expenditures and budget balances.  Communicates with appropriate staff regarding budget variances, account errors and adjustments.
  • Prepares adjusting, correcting and year-end entries.
  • Creates and maintains databases and files using various computer systems and programs to allow for efficient retrieval and reporting of information.
  • Prepares various accounting schedules and reports.
  • Assists with maintaining and updating department website content.
  • Composes, prepares and edits reports, forms, letters, presentations and other materials, which can be of a confidential nature.
  • Performs general office support tasks which may include but are not limited to handling routine correspondence and email communications, answering phones, providing information, maintaining files, sorting/distributing the mail, assisting with mailings, providing assistance to staff on usage and repair of equipment/facilities and ordering supplies/materials/equipment.
  • Maintains knowledge of and ensures compliance with statutes, administrative rules, regulations, interpretations and the like.
  • Maintains a variety of electronic and paper student records (e.g. attendance, grades, transcripts, applications, documents, inactive files, demographics, etc.), as required.  
  • Assists in the evaluation, design, implementation and ongoing monitoring of department systems and procedures to support and improve operational effectiveness.
  • Performs other duties as assigned.

Working Conditions:

Work is in a normal environment where there is minimal or no physical discomfort. Occasional travel time may be required to assist the Transportation Coordinator in the observation and evaluation of on-road activities, responding to accidents or incidents and implementing improvements or changes to promote safety or more effective service, and may be required to provide Medicaid training at local districts.
