TITLE: Director of Business and Finance
REPORTS TO: Superintendent of Schools & Board of Education
SUPERVISES: Business Office Support Staff
QUALIFICATIONS:

  • Master 's Degree with a major in Business/Accounting
  • K – 12 experience preffered
  • Minimum of five years of School Finance experience or related area
  • Must be able to demonstrate analysis, communication skills and an ability to work with faculty, staff, students, Board of Education and community members
  • Exemplary, up-to-date computer skills
  • Proven organizational and interpersonal communication skills
  • CFO Certification eligible by the Michigan School Business Officials (MSBO)
  • Certified Public Accountant

  • acceptable

PRIMARY RESPONSIBILITIES:

  • To administer the business affairs of the District in such a way as to provide the best possible educational services with the financial resources available
  • To assist the Superintendent in the overall general financial administration and
  • organization of the school district
  • Manage all daily operations of the Business Office

DUTIES AND RESPONSIBILITIES:

  • Coordinate and develop the budget planning and implementation process, including budget preparation, administration and control
  • Oversees the financial resources of the school district through prudent investment practices
  • Exercise supervisory capability for adjusting, closing, and reversing year-end entries and perform necessary functions to produce accurate monthly and yearend financial statements that reflect District revenues and expenditures
  • Oversees the maintenance of the debt retirement accounts of the school district and recommends the annual debt retirement millage rate
  • Administers a comprehensive program of analysis, evaluation, planning and forecasting for all of the District's non-instructional operations
  • Keeps the Superintendent and Board informed about all aspects of the operating condition of the District.
  • Attend all regular meetings of the Board of Education, and other meetings when specifically requested to do so
  • Recommend policies relating to the operation of business affairs in the district
  • Make provisions for the orderly collection and dissemination of school business information that will assist the Board of Education, the community, and other school administrators to make wise educational decisions
  • Provide advisory services to each school in the district about its business operations and fundraising
  • Initiate programs to improve systems, methods, and procedures for the operations of school business affairs
  • Work with other governmental units in meeting legal requirements for all financial transactions of the district
  • Maintains the highest level of confidentiality, including, but not limited to, personnel matters, contract negotiations and subcontract bidding procedures
  • Facilitate the non-instructional functions of the educational program such as: Oversees the district budget planning and preparation based upon projected state aid and grants.
  • Prepares a budget for submission to the School Board projecting expenditure and revenues for all funds. Monitors the approved budget monthly, providing budget reports to school management. Facilitates budget transfers between accounts according to policy.
  • Prepares financial statements to include the Michigan Bond Loan program.
  • Projects the cash needs of the district and invests all available funds to maximize investment earnings within Board policy and according to the State laws affecting school district finances.
  • Works with state agencies regarding state aid payments and reports.
  • Prepares investment reports for the Board and the Superintendent
  • Develops a schedule for, and conducts internal audits, on accounts, accounting practices and Business Office procedures as necessary
  • Ensures adequate accounting procedures and controls for accounts receivable/payable.
  • Oversees the payroll function ensuring the timely processing of payroll, payroll taxes, deductions, and recordkeeping.
  • Responsible for the annual financial audit, coordinates preparation of necessary schedules and reports and serves as the District's liaison with audit staff
  • Responsible for purchasing function.
  • Ensures appropriate scheduling, bidding/quoting, specifying, and economizing in the purchasing area.
  • Maintains the relationship between district personnel, vendors and suppliers and district policy related to purchasing
  • Prepares tax resolutions for the Board and submits to taxing authorities.
  • Ensures the timely transfer of funds from taxing authorities to the District
  • Prepares and oversees the preparation of District financial reports.
  • Ensures that report formats meet all State, local and in-District reporting requirements.
  • Serves as team resource in contract negotiations.
  • Involved in all aspects of District elections for Board members, sale of bonds and millage
  • Manages and Evaluates the Business Office support staff and makes recommendations to the Superintendent regarding any changes in function, responsibility, or classification of support staff
  • Performs other duties as assigned by the Superintendent. Such alternatives to the above qualifications as the Board of Education may find appropriate and acceptable.

 
TERMS OF EMPLOYMENT: Full time, 12 months
SALARY: Qualifications and Experience
$85,000 – $90,000
